Police Recruitment, PSC Constitutional Responsibility – Directorate –
The leadership of the Police Services Board asserts that the recruitment of police officers from the rank of constables through to cadet inspectors and assistant superintendents of police is within the commission’s constitutional responsibilities.
Ikechukwu Ani, the commission’s head of press and public relations, said so in a statement on Saturday in Abuja.
He said the clarification followed posts in some sections about protests by commission staff members who forcibly closed government offices and ousted officers performing legitimate duties.
Ani said issues raised in posts by protesting staff members were already receiving management’s attention.
He said the issues raised by protesters were primarily the alleged transfer of the Commission’s constitutional responsibility for recruiting police officers to the Inspector General of Police.
Ani said protesters also expressed concern over the delay in concluding the 2021 promotion and staff training.
He said: “It is necessary to state unequivocally that the recruitment of police officers from the rank of constables to that of cadet inspectors and cadet ASPs is and remains the constitutional responsibility of the Commission.
“This was also confirmed not long ago by a judgment of the Court of Appeal and the leadership of the Commission has no intention of abdicating this constitutional responsibility.”
Ani said the commission’s leadership spoke to staff members about the matter a few weeks ago.
He said management had also reached out to the Inspector General of Police to explain issues arising from preparations for conducting the 2021 recruitment process.
According to him, the management has never voluntarily handed over the mandate of the commission to the Nigerian police and will never consider it.
Ani said that the PSC leadership is currently taking into account the recent announcement by the police, on the selection dates for the recruitment of gendarmes in 2021.
He said: “The leadership will ensure that the constitutional responsibilities of the commission are not misused.
“The commission will insist on maintaining the existing clearly defined roles for all parties, including the PSC, NPF, Federal Character Commission and state governments.
“The PSC will obviously direct the recruitment of the 2021 gendarmes in accordance with the constitutional provisions.”
According to Ani on the promotion of staff in 2021, management will approve the recommendation of its establishment standing committee at its next plenary meeting.
He said management had no problem with training staff on police recruitment and would not object to any reasonable recommendations on the matter.
