HUD Welcomes Elizabeth de León Bhargava as Assistant Secretary for Administration

Elizabeth by Leon Bhargava was sworn in as Assistant Secretary for Administration of the US Department of Housing and Urban Development (HUD).

“I am delighted to swear in Elizabeth de León Bhargava as HUD Assistant Secretary for Administration,” said the HUD Secretary. Marcia L. Fudge. “Elizabeth is an exceptional public servant with a proven track record of building a diverse, inclusive and talented workforce in the public sector. His leadership and expertise will be invaluable as we continue to build HUD’s internal capacity and effectiveness in meeting the housing needs of American families and communities.

Assistant Secretary Bhargava served as a public sector executive for more than 20 years, including previously as New York State Assistant Secretary for Labor and Manpower. Deputy Secretary Bhargava has also served as Senior Advisor to the President of the New York City Council, Deputy Commissioner of the New York City Department of Small Business Services, and Deputy Deputy Counsel in the New York State Attorney General’s Office. She was confirmed by the Senate May 3, 2022.

The Office of the Assistant Secretary for Administration is comprised of the Chief Administrative Office, Chief Human Capital Office and Chief Procurement Office. The responsibilities are as follows:

  • The Chief Administrative Office (OCAO) is responsible for providing administrative and client support to HUD employees.
  • The Office of the Chief Human Capital Officer (OCHCO) is responsible for the development and implementation of policies and procedures associated with the Department’s human capital management.
  • The Office of the Chief Procurement Officer (OCPO) is responsible for procuring all contractual goods and services required by the Department in an efficient and cost-effective manner to enable the Department to achieve its strategic objectives. OCPO provides vital logistical support to the Department’s program offices and other support offices to meet their mission needs and provides leadership throughout the Department for fundamentally sound business practices.
